Wind tunnel aerodynamic testing and can be performed on a wide range of full-scale ground vehicles and aircraft, as well as model scale vehicles (25% to 60%) and model-scale aircraft. These tests must accurately capture aerodynamic forces and moments including:  drag and side-force data, and individual tire patch down-force data.  Today's advanced aerodynamic tests must also include influence from rotating wheels.

The ultimate goal is to optimize vehicle designs for drag reduction, although specific motivation varies by industry. In motorsports, the search for reduced aerodynamic drag and increased down-force requires moving ground planes and high measurement fidelity and repeatability.  In passenger car development, today's demand for high efficiency and low emissions, along with low noise has led aerodynamicists to seek moving ground plane simulations to better optimize the vehicle under-body and wheel design.
